Abstract
Black and white outtakes of President Dwight D. Eisenhower receiving an honorary Doctorate of Law at the University of Manila. Eisenhower makes a speech thanking the university and talks about how General Douglas MacArthur received a similar doctorate from them. He reads out a message from MacArthur. Eisenhower talks about when he last came to the Philippines during World War II and lived in Manila. He discusses the importance of education and thanks the Philippines for helping the fight for democracy.
