And we've clearly stated that this is a national problem, that we have a national interest in the well -being of 18 million Negroes who we feel should be allowed to achieve and encouraged to achieve the highest possible status, economic and social, that they're capable of achieving.

We think that vigorous action should be taken right now, and we think that a standard should be set for those states such as New York that have literacy tests, so that all over the nation, any place literacy tests exist, there should be a standard.

And when that standard is met, automatically, by the presentation of a certificate of six years of, completion of six years of primary school education, that anyone would have the right to vote.

We propose this, and this is an important area, that legislation be provided to authorize the Attorney General to bring action for school desegregation in the name of the United States in appropriate cases, as one economic coercion or threat of physical harm is used to deter persons from going to court.

In the very important area of employment, the Commission, the Presidential Committee on Government Contracts, headed by Vice President Nixon these past several years, we would like to have, receive permanent status, and we would like therefore to establish a permanent Commission on Equal Job Opportunity.

Also, appropriate legislation should be adopted to end discrimination in membership practices of some labor union locals, unless such practices are eradicated promptly for the labor unions themselves.
